Carmen Cooper serves as CEO of UnitedHealthcare’s Pacific Northwest region, overseeing operations across five states: Oregon, Washington, Alaska, Montana, and Hawaii. In this role, she holds P&L accountability for all commercial products in the region and provides strategic leadership to advance access, affordability, and quality of care.
A passionate advocate for improving the healthcare system, Carmen brings years of experience in leadership and community engagement. She is deeply committed to fostering authentic mentorship for emerging female leaders and driving initiatives that strengthen local communities. Outside of her professional responsibilities, Carmen volunteers with organizations such as Step by Step Foundation, Oregon Food Bank, and Mary’s Place, and enjoys birdwatching and music with her three children.
